In reality, a temporary entry permit is not a passenger's right, but a privilege that can be granted or denied based on sovereign discretion of immigration officer. He/she has replied to you in the way how he/she deemed appropriate at that moment, although this is definitely not a general viewpoint of the Chinese immigration. In reality, they receive their instructions on daily basis and they make their decisions based on such instructions. These instructions can differ from one day to the other based on many criteria formed by the Ministry of Public Security that oversees all the aspects of Chinese immigration. So, maybe it is possible that for some reason Indonesian citizens were not eligible for temporary entry permits (with the exception of those having more than one stop within their transit) during that day or within some period because of some particular reason that will never be disclosed to the public.
