Part one:

Eni, your itinerary is definitely eligible for 24 hour visa free transit and you don't need any kind of visa.

You will print out your flight tickets and bring those printouts with you. Also, you will declare at check-in in Budapest that you will travel to Hong Kong via China using 24 hour visa free transit. After a short inspection of your flight tickets, you will be allowed to board the plane. Also, you will have to inform yourself about the airline policy regarding your luggage. You will have to ask at check-in where you will have to collect your luggage, being it in Chongqing, Beijing or Hong Kong.

Upon your arrival in Chongqing you will immediately approach 24 hour visa free transit counter where you will apply for a temporary entry permit to be allowed to continue your journey toward Beijing and Hong Kong. It will be definitely granted to you. If necessary, you will also collect your luggage here and recheck it for your flight to Beijing.

After these formalities, you will proceed toward Beijing and after that Hong Kong, but you have to always have in mind to carefully explore the luggage policy, so that you know in advance where you will have to or not to handle your luggage.

Part two:

By the way, you have mentioned your flight to Christchurch, but in the text you are mentioning Hong Kong too. If you will travel to Christchurch from Hong Kong by Cathay Pacific, you should know that mainland Chinese authorities are interested about your itinerary only until Hong Kong when you exit mainland China and after that, they don't care where will you go after that.

I have noticed one detail that is definitely wrong. You have mentioned that you will arrive in Chongqing at 05:30 and this is correct if you will use HU792. Anyway, it is definitely impossible that you will arrive in Beijing at 08:20. I assume that you will use HU497 and this flight departs from Chongqing at 08:20, but arrives in Beijing at 10:55. Your flight from Beijing to Hong Kong will be KA903. If I'm right, this will be your correct itinerary.

You will be definitely allowed to exit the airport in Beijing because your flight from Chongqing to Beijing is considered to be a domestic one and you will travel with already granted temporary entry permit.

My suggestion is Forbidden City. Its closing time is at 16:30. If we take into account that your plane lands at 10:55, you will have to add at least an hour to find and deposit your luggage and an hour to reach the Forbidden City. This will allow you to have at least 3 1/2 hours to see this spectacular attraction. Since you will arrive in Beijing on Saturday (weekend), you are suggested to book your entrance ticket online, in advance on Travel China Guide website. If you do that, you will be able to enter the Forbidden City by scanning your passport only and not to wait in the queues. If you intend to do so, you should make a booking ASAP.

You can easily reach Forbidden City by taking the following steps:

- Take an Airport Express until Dongzhimen metro station
- Take a metro number 2 to Jianguomen metro station
- Take a metro number 1 to Tiananmen East station and exit on Exit A

After you have explored the Forbidden City, you will exit on the opposite side. From here you can just turn on the right and walk some 1.2 km until you reach Dongsi metro station.

- Take a metro from Dongsi number 6 to Chaoyangmen metro station
- Take a metro number 2 to Dongzhimen station
- Take an Airport Express from Dongzhimen to the airport

From Dongzhimen take Metro line 2 to Qianmen.
It's a nice walk to FC and you have a nice view.
