Fly from Singapore to Frankfurt transit at Beijing

I am holding malaysia passport.

I will fly from Singapore to Frankfurt and transit at Beijing. Would take 3:15hours for the next flight.

I will taking air china from singapore to Beijing T3 and take Lufthansa airline from Beijing T3 to Frankfurt.

Not sure if i need to step out restricted area to claim luggage.

Please advise
