Hi. My flight will arrive at 01:20 am, is there any train/bus to or near Xi'an bell&drum tower?

According to your landing time, you can take Xishaomen Line and get off at Xishaomen Airport Business Hotel. The shuttle bus will operate until the last flight arrival. Thus don't worry. After arriving, take a taxi to the destination.
