24 hour free visa in Xiamen for Canadian citizen.

Arriving in Xiamen by cruise ship. Previous stop Manila. Staying for 9 hours before moving on to Hong Kong. I believe that this qualifies for a free short term visa to go ashore but have not been able to get this verified. If this is not available can you just stay on the ship? It's not worth paying several hundred dollars for a 4 hour bus tour of the city.
