Yes, they are. Canadian citizens are definitely eligible for 5 day Shenzhen VOA. The best border crossing to obtain one is Lo Wu / Luohu. The price for a VOA for Canadian citizens is 168 CNY and it is advisable to bring that amount in Chinese cash obtained at one of many Hong Kong money changers.0
