Traveling to Shanghai from the US and then back to the US from Shanghai. I will be in Shanghai for just over 48 hours. From what I can tell, I qualify for the 72 hour Visa Free. Is that correct?

Of course that is not correct. You are not in transit to a third country. You need a visa.

If I go US to Shanghai to another county to the US that will work? Can it be just has a layover?

Layovers are ok as long as you fly US - Shanghai - Country C - US.
