Transfer from T3 to T2 at Beijing Capital Airport

Hi.
May I know the estimate transfer time from T3 to T2?
I arrived at T3 from Ulaan Bataar with Miat Mongolian Airlines.
And will change airlines to T2 with China Southern Airlines to Shenzhen.
My transit time is 4 hours and 35 minutes.
Can I make it for clear immigration, collect baggage and check in again?
