24 hour visa: what does limted to transit area means?

Hi! We are 4 traveling from NY (US passports) and have a 13 hour layover in shangai in our way to Indonesia. I saw that the 24 hour visa says limited to transit areas. What does it mean? Can we leave the airport to do tourism for some hours? Thanks!

It doesn't exist a 24h visa in China.When your transit time is under 24 hours, you don't need any kind of visa.if you wanna leave the airport in Shanghai, you have to ask for a temporary exit permit at the immigration.But you have no guarantee to get one, it's up to the officer on duty to give you one or not.
