24 hour visa: What does Limted to Transit Area Means?

Hi! We are 4 traveling from NY (US passports) and have a 13 hour layover in shangai in our way to Indonesia. I saw that the 24 hour visa says limited to transit areas. What does it mean? Can we leave the airport to do tourism for some hours? Thanks!

It doesn't exist a 24h visa in China.

When your transit time is under 24 hours, you don't need any kind of visa.
if you wanna leave the airport in Shanghai, you have to ask for a temporary exit permit at the immigration.
But you have no guarantee to get one, it's up to the officer on duty to give you one or not.
