Yes, you are definitely allowed to use, so far unused passport for your travel and VOA application. In case if you have been to China previously, you are advised to bring your old passport with you and if this is your first visit to China, you will just declare this fact if asked about the previous visits. In reality, they can see it immediately after they scan your passport, but they will ask this anyway. Also, they could ask you about the countries that you have visited previously using your old passport and if you have not been in China previously, you will tell that you have visited practically exclusively European countries and those in Americas.
You are allowed to exit from Shenzhen directly to Macau when traveling on 5 day Shenzhen VOA.
