It is possible, but not really recommended. In reality, Hainan VOA, although a real option to visit Hainan is somewhat downplayed compared to Hainan 30 day visa free access. Chinese authorities are doing their best to promote 30 day visa free access and they have created the atmosphere were probably only Hong Kong and Macau authorities are allowing Hainan bound passengers to board the planes without too much trouble. Beside them, most other airport authorities are more than reluctant to allow boarding for those passengers declaring that they will apply for a Hainan VOA at Sanya or Hiakou airports. Having this in mind, I would recommend you to rely on 30 day visa free access, although this process requires that you make a correspondence with a local travel agency and to book some simple service from them. At lest, you will travel on 30 day visa free access with complete peace of mind.
