About:Apply for China Visa in a Third Country

Hi, I'm studying Chinese in Fuzhou right now. But for my new X1 I need to go out of China first. Where is the best place to apply right now? I am Dutch.

The best place is the local exit and entry administration in the city where your university is located. You can try to renew your X1 there directly.
