About:Shanghai 15-day Visa-free Policy for Cruise Tour Groups

Do we qualify for the 144-hour visa free?

We, me and my wife, are from Canada and we booked a cruise to Japan for November 2020. The cruise line Norwegian.
Among other stops we have a stop in Shanghai for 2 days. We are going to leave by the same cruise ship. Our plan is to visit SH, Suzhou and Zhujiajiao by tours organized by the cruise line.
How to make sure we qualify for this 144-hour visa free option?

So you're saying that coming form Nara (Japan), stopping in Shanghai for 2 days and going to Nagasaki (Japan) qualifies us for the 144-hour transit visa?
This is quite a relief.

You are eligible for 144 hour visa free transit in Shanghai if the ports of call, immediately before and after SH are in different countries or eligible territories. For example, these are eligible routes:

South Korea - SH - Vietnam

Hong Kong - SH - Japan

Philippines - SH - Taiwan

So, keep in mind, ports of call, immediately before and after SH or other Chinese destination have to be in different countries or eligible territories*

* Hong Kong, Taiwan and Macau

No, this is not what I have written. I have written that the ports of call, immediately before and after Shanghai have to be in different countries or eligible territories. You can see that from my examples. If one of your immediate ports of call is in Japan, your next immediate port of call has to be in different country than Japan.

So, your itinerary:

Japan - Shanghai - Japan

Is not eligible because it is not a transit. Simply speaking, there is no third country!

Unfortunately, you will have to obtain a Chinese tourist (L) visa to perform your itinerary. Sorry.

I have a cruise from Hong Kong to Japan.

Our first stop is Shanghai for an overnight. Then a sea day then an overnight in Beijing, then onto Japan.

Visa free 144 hr yes or no?

Phil, of course you cannot use 144 hour visa free transit, but you are advised to use exactly this: 15 day visa free policy for cruise tour groups.

Your cruise fulfills the requirements and you are supposed to contact a tourist agency, for example this one - Travel China Guide, and you will book some tour with them. It is enough to book just one tour and you will be covered by this policy in Shanghai and in Beijing. It is important that you find at least just one person, although more would be better (cheaper) and to agree with the agency about your tour upon your arrival in Shanghai.

You can read additional details on this site and you will decide whether you will choose this policy or to obtain a Chinese tourist (L) visa in advance. My suggestion is that you rely on this policy. It is hassle free.
