visa extension change of status

Question

is it possible to first apply for a tourist visa, L visa, and then during the stay lets say I were to find a small job to keep or an internship could I apply for a work visa whilst already in the country?I want to move to china and start life there but I don't have a job right now, I'd still like to go in the next months. China is not exactly one of those countries you can just move to on a whim. Legally, change of status while on a short term visa is not allowed, and the government has committed to keep immigration to a minimum by imposing a point system to calculate whether you meet the criteria for a work permit. If you do not meet the criteria then you cannot get a work permit longer than a few months, and that's even when you have managed to find an employer willing to file a petition on your behalf.
