Apply for (Group) VISA to Tibet in home country or before arrival?

Dear,

We will be travelling in April from Paris > Kathmandu and afterwards from Kathmandu > Lhasa (flight). Our tour agent informed us it is not possible to apply for the Tibet Visa (from Kathmandu to Lhasa) in our home country, Belgium. There is no way to apply for the visa before arrival?

Yes, you cannot apply for the Tibet Travel Permit in your home country. You need to do the application in Kathmandu.
