About:72-Hour Visa-Free Transit

Fly London -Shanghai pudong - Bangkok ,

Dates 1.12.19 and 15.12.19 .
First fly Lon-Bkk with stopover in shanghai 9 hours , do we need visa to leave airport for few hours . We are Eu citizens with Romanian passports .
Fly back we have just 3 hours stopover and we will not leave airport .

You don't need a visa for either leg of this trip. However, whether you will be allowed to leave the airport for the 9-hour layover is hard to say, because it is to be determined by the immigration officers. I actually advise to you to extend the layover to more than 24 hours to be eligible fot the 144 hour visa-free transit, so that you can leave the airport without doubt.
