About:24-Hour Visa-Free Transit

Transit Visa for Indonesian Passport Holder

Hello, I am Indonesian passport holder and having german resident permit. I have the flight from Frankfurt - Beijing - Hanoi.
I need to wait 13h 40m in Beijing. And I know that I can get 24h visa.

But what if the imigration officer in the airport saying that I can't get the visa because of my passport (Indonesian)? This case happens a lot, the imigration officers just reject people for that kind of reason while actually Indonesian passport holder can get the visa.
Do you have any suggestion how to prevent that?
I need to get the visa because I will book the transit hotel for 13 hours 40 minutes transit.

Additional information :
I transit in Guangzhou on March 2019, and I get the 24 hours visa. But I don't go out because I only have 3 hours waiting.

There is no such thing as a "24h visa". You must distinguish between two separate things: 1. 24 hours visa-free transit. You will qualify for this. 2. Temporary Entry Permit (to leave the airport to go to your hotel). You may not be granted this.
Visa-free transit is not the same as being permitted to enter China. You may have to stay in the airport.
