About:144-Hour Visa-Free Transit

Departing from (SGN) > Guangzhou (CAN) > Los Angeles (LAX)

On my way back to Los Angeles (LAX), departing from Ho Chi Minh City - SGN Airport - with layover in Guangzhou (CAN). Does 144 hour visa free transit allow me to visit Guangzhou?
