Can we apply for the 144 hours free visa in our situation

Hello, can we apply for the 144 hour visa in our situation. We have a plane ticket (Emirates) From Amsterdam to Shanghai at februari 14 2020. We leave Shanghai by cruise ship at february 15 2020. Our first stop is then Okinawa Japan.

We ask several bureaus, our travel agent, MSC Cruises, Emirates, KLM and even the Chinese Visa Application Center. Nobody can give us the right information. They say the rules in China can change every day and nobody want to give us certainty about this issue. So we hope that you can give us any certainty in our situation. I also want to know if this site is from the official Chinese authoroties.
