Do I properly understand you that your intended itinerary is:
Kinmen (Taiwan) - Xiamen - Singapore
Also, am I right when I assume that you intend to arrive by boat from Kinmen to Xiamen Wutong terminal and after that proceed to Singapore by air from Xiamen?
If I'm right, you are definitely allowed to do that or better to say you are eligible for 24 hour visa free transit and you don't need a visa.
You will print out your flight ticket from Xiamen to Singapore and have that printout with you. Also, you will declare in Kinmen that you will travel to Singapore via Xiamen using 24 hour visa free transit. They will inspect your flight ticket and after that you will be allowed to board the boat for Xiamen.
Upon your arrival in Xiamen at Wutong terminal, you will approach 24 hour visa free transit counter where you will apply for a temporary entry permit. You will present your flight ticket for Singapore and after that you will be allowed to exit the terminal and to use a public transport on your own to Xiamen airport. You can freely stay, if you want, in Xiamen, exploring the city and if your stay in Xiamen is during the night hours, you will check-in at your hotel. Please, have in mind that in case of night layover, you are supposed to book your accommodation in Xiamen in advance and to have a confirmation printout with you upon arrival.
When the time comes, you will enter the airport, clear all the formalities and continue your travel to Singapore.
