I want to travel to Shenzhen from Hongkong by train.

Can I apply for a 144-hour visa upon arrival in Shenzhen by train and visit Guangzhou?

No, you have to take a plane from HK to Guangdong Province. Then you can enjoy the 144 hours visa free policy.
