Can I get a VOA if I’m flying to Shenzhen from Taipei?

I’m a US citizen.

Part one:

No, you should not do that. It is simply impossible to rely on a Shenzhen VOA when flying to Shenzhen. Shenzhen VOA is only available when entering Shenzhen from Hong Kong or Macau.

If you have already bough your ticket for Shenzhen, you can create 144 hour visa free transit eligible journey by booking a ferry from Shenzhen Shekou port to Hong Kong. Like this, your itinerary will look like:

Taipei - Shenzhen - Hong Kong

And it will be eligible for 144 hour visa free transit. Of course, your departure by ferry from Shenzhen has to be at least 24 hours and 1 minute distant from your scheduled arrival by plane to be eligible for 144 hour visa free transit in entire Guangdong province. So, if you decide for this option, you will book your ferry ticket through CKS - Chu Kong Passenger Transport company website and they will send you an e-confirmation. You will print out the e-confirmation and bring it with you. It will serve you as a proof that you will be really in transit. Also, keep in mind that you will really have to take exactly that ferry you have bought your ticket for.

The good part of this option is that you are allowed to travel throughout Guangdong province for 6 days and after you have exited to Hong Kong, you can return by the first next ferry to Shenzhen, by keeping an eye on the opening hours of Shenzhen VOA facility at Shenzhen Shekou ferry terminal (9:00 - 13:00 & 14:30 - 17:00) and apply for a 5 day Shenzhen VOA. After that, you can take a flight from Shenzhen back to Taipei.

Also, you can think about taking a flight from Hong Kong to Taipei because the price for a Shenzhen VOA for US citizens is 956 CNY. So, you will calculate what options is better for you when you take all the details into consideration.

One more detail. You can also take into consideration flights to Guangzhou too because you can create 144 hour visa free transit itinerary from Guangzhou in the same way as from Shenzhen because they are both within the same - Guangdong province.
