No, you should not do that. It is simply impossible to rely on a Shenzhen VOA when flying to Shenzhen. Shenzhen VOA is only available when entering Shenzhen from Hong Kong or Macau.
If you have already bough your ticket for Shenzhen, you can create 144 hour visa free transit eligible journey by booking a ferry from Shenzhen Shekou port to Hong Kong. Like this, your itinerary will look like:
Taipei - Shenzhen - Hong Kong
And it will be eligible for 144 hour visa free transit. Of course, your departure by ferry from Shenzhen has to be at least 24 hours and 1 minute distant from your scheduled arrival by plane to be eligible for 144 hour visa free transit in entire Guangdong province. So, if you decide for this option, you will book your ferry ticket through CKS - Chu Kong Passenger Transport company website and they will send you an e-confirmation. You will print out the e-confirmation and bring it with you. It will serve you as a proof that you will be really in transit. Also, keep in mind that you will really have to take exactly that ferry you have bought your ticket for.
