About:144-Hour Visa-Free Transit

Flying company from China doesn't give seats in advance

If the company with which I am Flying from China doesn't give seats in advance am I eligible to receive 144 Transit Visa ?I have paid the ticket and I have proof but that doesn't serve as the ticket with seat itself.

Seat just means you have ticket number and are not flying standby like in airline industry flight benefits. It doesn't refer to actual seat assignment which many low cost carriers don't let you select until check-in.
