HOW CAN A 5 MONTH OLD BABY APPLY FOR CHINA ID IS SHE DOESNT HAVE A HK ID YET, COZ SHE'S A FILIPINO.

If one of her parents has HK permanent residency, then the baby can apply for a HK permanent ID card following the guide on the official website immd.gov.hk.
