About:Facilities & Services in T3 of Beijing Capital Airport

I would like to buy a Pre-Paid SIMS card after arrival at T3 Beijing Capital Airport.

As a foreigner, could I buy one? and where I can find the telecom counter at T3?

As I know, there is no telecom counter in T3. You can find China Mobile at 1F, Gate 13 of T2.
