About:24-Hour Visa-Free Transit

Shanghai Pudong Transit 20 hours and want to leave the airport

Hello, I will have a travel from Fukuoka - Shanghai Pu Dong - Rome.
I will be transit in Shanghai for 20 hours. I would like to leave the airport and do some sightseeing.
I have Indonesian passport and live in Japan now. Can I apply 24h free visa in Pu Dong Airport?

Actually, your transit through China is eligible and will be covered by 24 hour visa free transit, but the detail that you are looking for is a temporary entry permit. These two things, although sometimes go together are not the same. So, you will print out your flight tickets and declare at check-in in Fukuoka that you will travel to Rome, Italy via Shanghai, using 24 hour visa free transit.

Upon your arrival in Shanghai, you will approach 24 hour visa free transit where you will apply for a temporary entry permit to be allowed to exit the airport. Here you should be aware that the issuing of this permit does not belong to passenger's right, but is considered a privilege that depends entirely upon discretion of immigration authorities. In other words, you may, but also may not be granted one. You should be prepared for both outcomes. If you are denied the permit, you will remain within the transit area of Shanghai airport. Since your layover in Shanghai is very long, you are advised to book a hotel and to present your accommodation booking at the time of your application.
