A Belgium passport holder, flying route from HK-Shanghai PVG staying for 5 days in Shanghai, then fly to Macau, and take ferry back to HK. Can this 144-hr transit visa be workable for such schedule to him? Does he need to pre-book the ferry ticket and show to custom upon arrival Shanghai ?

Yes, it is eligible for the 144 hours visa free policy. Generally speaking, you don't need to buy the ferry ticket. Just show the flight tickets to Macau.
