I am travelling China Eastern Airlines Dubai-Shanghai-Tokyo.  Arriving 8:50 am, leaving the next day at 9:15 am.  This is 24 hours and 25 minutes.  Is this still ok for the 24 hour visa?  Many thanks

No, it is not. 24 hour visa free transit terminates if your entire transit time is longer just for a minute more than 24 hours. Anyway, since you have only one stop within mainland China (Shanghai), you could be eligible for 144 hour visa free transit.
