About:240-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

travel from Hong Kong to Shanghai then from Shanghai to Brisbane which connects in Hong Kong

could i apply for a 144hr Visa if my flights are
Hong Kong to Shanghai
then 5 days later
Shanghai to Brisbane connection flight in Hong Kong

No, unfortunately, your itinerary is not eligible for any kind of visa free transit because of this segment:

Hong Kong - Shanghai - Hong Kong

As you can see, although you consider your stop in Hong Kong as just a connection stop, in reality it is considered a stop within the visa free transit regulations and your itinerary is just a round trip.

To avoid this situation, I recommend you to use Macau as your starting point to Shanghai. You can easily reach Macau from Hong Kong and travel from there directly to Shanghai. If you do this, your itinerary will be:

Macau - Shanghai - Hong Kong - Brisbane

In other words, you will be eligible for 144 hour visa free transit in Shanghai. In case if you want to retain your original itinerary, you will have to apply for a Chinese visa in advance.
