About:China Visa on Arrival

what kind of visa is requiered for Hainan?

Hello, my Name is Hans

Passport Holder: Germany
Flight Schedule: Taiwan (TPE) to Hainan (SYX) - SYX to Beijing (PEK) Transfer PEK to FRA (Germany).
Could you please help me to understand what kind of Visa is requiered and what procedure is needed.

I understand, that free visa entry is not possible because the flight SYX to PEK is not an international but a local flight.
The flight schedule is already booked. Hotel as well.
- Can I apply for landing visa (= Visa on arrival) ?
- Where can I get the visa?
- Can I prepare the application form already before arrival in SYX ?
- What are the costs for the VOA?
- Do I need to get any local agency envolved?
Thank you for your help / kind regards

The SYX VOA is only for those with an invitation letter from a Chinese organization or a travel agency, so if you do not want to change your flight then you need to find one (there are plenty in HK but not sure about Taiwan). Keep in mind that this usually involves an upfront fee with said organization or travel agency which may or may not cost more than a regular tourist visa. The VOA itself is CNY 168 payable in CNY or US$ in cash.

Part one:

John, I apologize, but it seems that here we have a small confusion :)

Actually, you have explained the situation with 30 day visa free access because this option requires an agency that will send a kind of invitation letter and that also requires that you book some of the services through them. Anyway, this option is visa free and it is also free of charge. Of course, the charge is a service you have agreed to book through them. Also, this visa free option allows to its user to arrive and depart to the same country/airport. In other words, a user of 30 day visa free access can depart from Hong Kong and also return to Hong Kong. Anyway, this visa free option does not allow arrival or departure from/to mainland Chinese city/airport.

Beside Hainan 30 day visa free access, there is Hainan VOA that is not similar to other VOAs. Hainan VOA has the same range of prices, but in reality you don't need an agency, but you need a good luck to be allowed to board the plane in some foreign country or eligible territory because the airport staff is increasingly reluctant to allow the passengers to board the plane when they declare that they will use Hainan VOA with the exception of Hong Kong airport staff. The greatest benefit that Hainan VOA brings is the fact that its holder is allowed to travel directly to mainland China from Sanya or Haikou and to stay in Shanghai, Beijing or some other city before departure to some foreign country or eligible territory.

Part two:

At the time being, it seems that the Chinese authorities are trying to downplay Hainan VOA in the same way as they have done with Xiamen VOA and they are encouraging the visitors of Hainan to rely increasingly on Hainan 30 day visa free access. This is the reason of the increasing incidence that passengers wanting to apply for Hainan VOA are denied boarding, even in Singapore where the airport authorities are more than well informed about the travel requirements to China.

Part one:

Andy, you are not allowed to do that under Hainan 30 day visa free access. You are allowed to enter, stay and exit Haian under the mentioned visa free option, but you have to arrive in Hainan from outside of mainland China (arrival from Taipei is fine) and also leave Hainan to the country different than mainland China.

I assume that you have probably thinking about Hainan VOA that allows you to perform, exactly what you have mentioned:

Taipei - Hainan - Shanghai - London.

This is perfectly allowed under Hainan VOA, but you should keep in mind two extremely important details:

1. UK citizens have to pay for Hainan VOA 304 CNY upon arrival
2. The largest majority of airport staff in different countries and territories are reluctant to allow boarding to passengers bound for Haikou or Sanya (two airports in Hainan) if they declare that they will rely on Hainan VOA. You should be lucky to find well informed member of the airport staff who will allow you to board the plane. Recent experience tells that the airport staff in Singapore has denied boarding to a group of UK citizens who have declared their intention to obtain a Hainan VOA. So far, most of those who have successfully traveled based on Hainan VOA have used Hong Kong because there the airport staff is really well informed and in any case they can easily contact their mainland Chinese colleagues. I would assume that the airport staff in Taipei is also very well informed, but I really cannot tell you that you should travel with absolute peace of mind because I'm afraid that you could encounter a member of the staff who could denied you boarding.

Part two:

Under the assumption that you are allowed boarding, you will easily obtain Hainan VOA by applying and paying the fee. After your stay in Hainan, you are free to take a direct domestic flight from Hainan to Shanghai where you can stay for some period, but this period is not 144 hour visa free transit, but a stay in China under the Hainan VOA rule. You are, of course, perfectly allowed to take a direct flight from Shanghai to some other country.

Now, you have to decide what to do because you are theoretically allowed to use Hainan VOA and to perform your initial itinerary, but in the same time you will have to take some risk to be denied boarding in Taipei.

Your second solution is to use 30 day visa free access and to enter Hainan from Taipei and after that to exit to, for example Hong Kong and from there to fly to Beijing, enjoy 144 hour visa free transit and fly from Beijing to London.

The third solution is to obtain a Chinese visa in advance and to perform your itinerary using a Chinese tourist (L) visa.

Now you know some of the solutions and you can make a decision.
