There are several Chinese airports where a transit visa is required and that is the reason why did this phrase has been written. Anyway, you have perfectly clear situation where you and your itinerary are definitely eligible for 24 hour visa free transit and you don't need any kind of visa. You should just print out your flight tickets and have those printouts with you. Also, you will declare in Seoul that you will travel to Indonesia via Shanghai using 24 hour visa free transit. After a short inspection, you will be allowed to board the plane. Upon your arrival in Shanghai, you will just clear usual formalities and after them, you will just wait for your onward flight within the transit zone of the airport.
