Your itinerary is definitely eligible for 24 hour visa free transit and you don't need any kind of visa. Anyway, to be allowed to exit the airport, this is a different subject. You are free to apply for a temporary entry permit upon your landing in Beijing at 24 hour visa free transit counter, but you have to know that this permit is not a passenger's right, but the issuing depends entirely on sovereign discretion of the immigration official on the day of your arrival. If your layover is during the night hours, you are advised to book your accommodation in advance an to have a confirmation printed out. Also, you should print out your flight tickets and have those printouts with you. You don't need anything than that for your travel and also for your application for a temporary entry permit.
