Yes, you are perfectly allowed to do that. Since Beijing is your only stop and your entire transit time is less than 24 hours, you will be eligible for 24 hour visa free transit and you don't need any kind of visa.
You will print out your flight tickets and have printouts with you. Also, you will declare at check-in in Sydney that you will travel to Istanbul via Beijing using 24 hour visa free transit. After a short inspection of your tickets, you will be allowed to board the plane.
Upon arrival in Beijing you will apply for a temporary entry permit that will be granted to you to be allowed to collect your luggage and to make a recheck.
Please, be advised that you will need a proof for your Turkish visa to be allowed to make a successful transit through Beijing.
One more detail... Please, just use correct terminology because it is not 24hr visa, but 24 hour visa free transit. There is no visa at all.
