About:Hainan 30-Day Visa-Free Access

Is the free visa going to Hainan applied to first time applicant who never had any visa before?

I would not suggest you to rely on Hainan VOA. On this website, there is still posted a case of three UK citizens denied the plane boarding because they didn't have an invitation from a local tourist agency from Hainan. In other words, all those who plan to travel to Hainan are supposed to rely on Hainan 30 day visa free access and not on Hainan VOA. To be eligible for Hainan 30 day visa free access you don't need any previous record regarding your Chinese visas or visits to China. It is perfectly fine if your visit to Hainan will be your first visit to China at all.
