To be allowed to exit the airport and explore the city during your layover, you will have to approach 24 hour visa free transit upon your arrival in Shanghai where you will present your flight tickets in hard copy and also a booking confirmation if your layover is during the night hours and you will apply for a temporary entry permit. Anyway, you should know that the issuing of temporary entry permit always depends upon discretion of immigration official.
In reality, the only way to be definitely and unquestionably allowed to exit the airport is to obtain a Chinese transit (G) visa in advance. Anyway, I'm not suggesting that because it is highly questionable whether the exit from the airport for 10 or 15 hours is worth all the hassle with obtaining a visa?
