Yes, you will be eligible for 24 hour visa free transit (please, keep in mind that this is not 24 hour visa because there is no visa at all) because your entire transit time will be less than 24 hours long. Anyway, your itinerary has to fulfill the following conditions:
- Your cruise is not allowed to have its last port of call, immediately before Shanghai, in mainland China port
- Your flight from Shanghai to some other country is not allowed to have any additional landing of any kind within mainland China and in Japan
If the above mentioned conditions are fulfilled you are perfectly eligible for 24 hour visa free transit in Shanghai.
You will fill out your arrival/departure card probably already on board the ship because they are usually dispensed before arrival to speed up the process of immigration. Also, it is possible, although this is not a rule, that the immigration accomplish their job during approach to Shanghai. In reality, this is not of such an importance.
