Unfortunately, it is not possible to travel to Huizhou using Shenzhen VOA. Shenzhen VOA is strictly limited to the boundaries of Shenzhen Special Economic Zone or simply to Shenzhen city borders. To be allowed to travel to Huizhou, having in mind that you will not have a Chinese visa, you are left practically with only one solution. This is 144 hour visa free transit in Guangdong province. Anyway, to be allowed to use this option, you will have to book a direct flight from Hong Kong to Guangzhou and after your stay to exit to Macau. The reason is simple, you need a three "countries". So your itinerary will be:
Hong Kong - Guangzhou (Guangdong province - mainland China) - Macau
After you have arrived in Macau, you can immediately return back to Hong Kong. This option allows you to travel absolutely visa free throughout the entire Guangdong province, including Huizhou.
After your stay within Guangdong province, you will have to travel to Macau. For this reason, you will have to book a ferry ticket through TurboJet ferry website from Shenzhen Shekou to Macau. You will receive an e-confirmation after you book this ticket and you will print out this e-confirmation. This e-confirmation will be your evidence that you will really be in transit. You will present this ticket to every authority that could require that you prove that you are in transit and especially in Hong Kong at check-in for your flight to Guangzhou and upon arrival in Guangzhou when you approach 144 hour visa free transit counter.
This is, in my opinion by far your best solution. I know that the flight ticket between Hong Kong and Guangzhou could be a bit expensive for such a short flight, but this is the only way how you can be eligible for 144 hour visa free transit in the entire Guangdong province.
