Actually, Xi'an is covered under 72 hour visa free transit. This means you are allowed to stay there for three days. In reality, the first day of the mentioned three begins on midnight of the day next day. In other words, if you arrive in Xi'an at 11:30 am on October 21, you are allowed to stay there until 11:59 pm on October 24.
You should just take care that you have to arrive to Xi'an from one and depart to another country or eligible territory. Something like this:
South Korea - Xi'an - Japan
Hong Kong - Xi'an - Bangkok
or similar...
Please, you should use correct terminology to avoid any possible misunderstandings. It is not 144/72 hour visa, but 72 hour visa free transit. There is no visa at all!
