Cruise to Shanghai /Thai Citizen

Can an Thai Citizen who arrive in Shanghai by Cruise ( Cruise stop there) use the 24 Hour Rule Visa if depart next Morning with Airplane back to Bangkok .

Where do you depart before you go to Shanghai? If it is a third country or region, then you are eligible for 24 hour visa free transit.
