Yes, you are eligible for 144 hour visa free transit in principle. Anyway, to be completely certain, here is a couple of conditions your itinerary has to fulfill:
- Your cruise is not allowed to have its last port of call, immediately before Tianjin, in mainland China
- Your flight from Beijing to UK should not have any additional landing within mainland China and in the country where your cruise will have its last port of call, immediately before Tianjin
If the above mentioned conditions are fulfilled, then you are definitely eligible for 144 hour visa free transit within Beijing area.
You should not worry about the forms because they will be, almost certainly, dispensed on your ship, a couple of hours before your arrival in Tianjin.
