What could be the way to get resident permit on S1 visa, if arranging documents taking time?

Hi, I am working in a university of China. I am having Z visa and correspondingly I got resident permit. My wife has arrived in China on S1 visa. Now, she has to apply for resident permit within 30 days. For this, I need to get certain documents from my university which is taking time. I have all the remaining documents, like certified marriage certificate with translation copy, and physical examination report. Could you please suggest what should I do to get more time to arrange the relevant documents? Could I apply for temporary resident permit without having documents from the university?

Unfortunately residence permit is under the municipality's jurisdiction and each has its unique requirements. If documents from your university are explicitly requested by local EEA then it generally cannot be waived. Just pull some strings and/or talk to the person in charge often.
