Arranging Japanese student visa in Shanghai

Hello, I am from the Netherlands and I need to arrange my Japanese student visa in August. In August, I will be in China. Is it possible to arrange this at the Japanese embassy in Shanghai?

Hi, as I know, they only accept applications from Chinese and foreigners with long-term visa like work Z, or student X. Otherwise, you may have to apply for it in your home country.
