Marryana, your itinerary is definitely eligible for 24 hour visa free transit and you don't need any kind of visa for your entire travel through China. Anyway, to be allowed to exit the airport you don't need 24 hour visa free transit because you are already covered with this visa free transit option, but you need a temporary entry permit. This is not the same thing as 24 hour visa free transit. This permit can be obtained upon your arrival in Beijing. You will approach 24 hour TWOV counter, fill out the relevant form and ask whether you could be granted a temporary entry permit because of the visit of Forbidden City and after that to The Great Wall. Here you have to be aware that the issuing of temporary entry permit does not belong among passenger's right, but it is considered as a privilege that depends entirely upon discretion of immigration authorities. In other words, you could never know whether you will be allowed to exit the airport or not. I hope that they will grant you those permits, but don't be surprised in case of rejection.
