Must you have a bank account to receive cash sent to a WU bank partner in Shanghai?

I am in SA. I want to send my daughter cash(less than 10 000 rnb) from WU to The Bank of China in Nujiang Road Shanghai. Will she be able to receive it? She does not have a bank account yet.
