About:Shanghai 15-day Visa-free Policy for Cruise Tour Groups

On a cruise from Shanghai but travel as standby passenger on airline

As standby I will not have a booked seat on the return from Shanghai after cruise is that a problem?

Yes, it is. You cannot apply and enjoy any kind of visa free transit while traveling on a standby ticket. In other words, you are not eligible for any kind of visa free transit scheme. You have to obtain a Chinese tourist (L) visa in advance or change the type of your ticket to be confirmed because only the confirmed tickets are eligible.
