non-resident visa

Question

Hello,I'm a student of WU Executive Academy in Vienna, having module training program, each mont I visit Austria for 4-days module, by tourist visa. In January 2020 we are having 3-days module in China Guangzhou by invitation from Lingnan (University) College in course of interaction between universities programs. May I apply for visa in Chinese Embassy in Vienna in this case?
