About:Chinese Embassies and Consulates

US citizen needs Federal criminal background check for Chinese work visa renewal

My brother has (throughout Asia) and is currently living in China as a teacher with a work Visa for approx the last 10 years. The new law in China states in order for him to renew his Visa and continue to work that he must provide a complete Federal criminal backround check with fingerprint etc that is then authenticated by the chinese consulate. What needs to be done? How can I help from here in CA.? thanks

You can submit your brother's application as an agent, but you need to provide one copy of your passport/driver license.

If he is not in the US currently, then there are two ways for IdHSC: online or by mail.

The online application is relatively straightforward: go to the FBI's website to fill out a request and print out the email confirmation. Then either get a notary to do his fingerprints (someone claimed that the US embassy keeps a list on its website but you need to check that out yourself) or DIY on the self-printed FD-258 fingerprint card (either way be sure to use the best quality paper and a black fingerprint ink). After he has done all that, mail them to the FBI location in West Virginia. Your electronic copy will be available within 3-5 days after the mail is delivered, and a hard copy if requested will be received depending on the speed of local postal service (which, spoiler alert, is not great if it's China Post).

Applications by mail is similar except that you don't fill out the request online, but just print and fill out the personal information form and attach that with your fingerprints. Usually that will take 6-8 weeks after they've received it, plus delivery of hard copy by mail.

I haven't done the notary process myself but the Chinese embassy's website should have detailed instructions.
