Hello I am traveling from New York to Vietnam and will wait at Shanghai airport for 12 hours Can I a

Apply for a temporary visa to go to the city to visit for 8 hours
Apply before check in or at Shanghai airport?

You can ask for a temporary permit at the immigration in Shanghai but it's up to the officer on duty if he/she'll give you a permit or not.
