I can just assume that you will arrive in one of the mainland Chinese ports during your cruise and you are asking whether you are allowed to explore the city/area by yourself or not. Am I right?
In case if I'm right, the simple answer is yes. You are allowed to explore the area by yourself freely, as you wish. You really don't have to join any kind of organized tours.
Now, to be eligible to enjoy your stay visa free, since there are no "cruise passenger visas", your cruise itinerary has to be of eligible kind, i.e. your Chinese destination has to be among two ports of call located in different countries or eligible territories. For example, these are eligible itineraries:
Busan (South Korea) - Tianjin (Beijing in mainland China) - Taipei (Taiwan)
Fukuoka (Japan) - Shanghai (in mainland China) - Nha Trang (Vietnam)
Below are not eligible itineraries:
Busan (South Korea) - Tianjin (Beijing in mainland China) - Qingdao (in mainland China) - Hong Kong
The above one is not eligible because it has mainland Chinese ports of call in a row.
Busan (South Korea) - Shanghai (in mainland China) - Jeju (South Korea)
The above one is not eligible because the ports of call before and after Shanghai are in the same country.
To conclude, if your itinerary is eligible, you are allowed for 24 or 144 hour visa free transit scheme, so no visa at all, to enjoy your time in your Chinese destination absolutely visa free and to spend your time in the way you prefer.
