About:72-Hour Visa-Free Transit

We are flying from Vancouver Canada to Shanghai via Seattle Washington. We arrive on October 24 and

We are flying from Vancouver Canada to Shanghai via Seattle Washington. We Arrive in Shanghai October 24 and board our cruise to japan on October 27. The cruise does not stop in mainland China but terminates in Hong Kong. Do we qualify for the 72 or 144 twos?

Yes, your itinerary is definitely eligible for 144 hour visa free transit in Shanghai. You should just take care that you don't have any additional landing of any kind in Japan on your inbound flight from Seattle to Beijing. The termination in Hong Kong is fine because Hong Kong has its own and separate immigration policy from mainland China.
